Professional Competency

Christopher L. Tomlin, MBA, CEG, PG

Professional Background

Christopher L. Tomlin is a California Certified Engineering Geologist and Professional Geologist whose career in engineering geology began in 1986. Mr. Tomlin has conducted and supervised geologic investigations for residential and commercial development, infrastructure improvements, and environmental projects throughout Southern California, the western United States, and internationally.

His professional experience encompasses engineering geology, geotechnical investigations, geologic hazard evaluations, land development, and environmental investigations. His work has involved projects ranging from individual residential properties to major infrastructure and land-development projects.

Professional Competency

Mr. Tomlin has performed geotechnical engineering investigations involving geologic mapping, subsurface exploration, fault investigations, slope stability evaluations, landslide investigations, groundwater assessments, and geotechnical instrumentation.

His technical responsibilities have included the interpretation of subsurface conditions, evaluation of geologic hazards, preparation of geologic maps and cross-sections, and development of recommendations supporting engineering design, land development, and construction.

Mr. Tomlin has conducted field investigations, supervised subsurface exploration programs, evaluated geologic conditions encountered during grading and construction, and prepared technical reports documenting findings, conclusions, and recommendations.

His professional experience also includes coordination with geotechnical engineers, design professionals, contractors, property owners, and regulatory agencies.

Representative Professional Experience

The following examples illustrate selected professional assignments and technical responsibilities undertaken by Mr. Tomlin throughout his career.

Hidden Hills Road Residential Development — Yorba Linda, California

Global Geo-Engineering, Inc.

Mr. Tomlin performed engineering geologic field services in collaboration with Global Geo-Engineering, Inc., during rough grading for a four-parcel residential development along Hidden Hills Road in Yorba Linda, California. Field assignment: March–June 2026.

His responsibilities included daily field observation, geologic mapping, evaluation of potentially unstable geologic conditions and associated mitigation measures, and engineering geologic inspection of keyway excavations during mass grading operations. The grading program included building pad preparation, excavation and benching, engineered fill placement, and subdrain construction.

Simi Valley Town Center — Simi Valley, California

Construction Testing & Engineering, Inc.

Mr. Tomlin provided engineering geologic and geotechnical engineering supervision during preliminary investigations and earthwork construction for the Simi Valley Town Center development. The project involved approximately six million cubic yards of excavation and grading, an earthquake fault investigation, environmental remediation, and hillside development. Project involvement: 2004–2005.

His responsibilities included field investigations, preparation of preliminary geotechnical reports, construction-related reporting, and coordination with project representatives.

AMEC Earth & Environmental, Inc. — Anaheim, California

Engineering Geology and Geophysics

Mr. Tomlin conducted engineering geologic investigations involving slope stability, geologic hazards, and evaluation of subsurface conditions. His work included geophysical investigations using ground penetrating radar, geotechnical instrumentation, and technical evaluations supporting land development, infrastructure projects, and litigation. Professional assignments: 1998–2002.

His professional contributions also included the development of technical procedures for geotechnical instrumentation and participation in professional technical publications.
